Update for Band 2 Healthcare Support Workers in Wales
You may have seen recent media reports about the backtracking by Swansea Bay University Health Board on the local agreement fought for by UNISON members to re-band and recognise Band 2 HCSWs for performing Band 3 clinical duties.
Additionally, for all other Band 2 HCSWs in Wales, the formal signing of the All-Wales agreement, expected to be finalised on 23rd September, has also experienced a delay. The delay was requested by Welsh Government at the final moment to have additional time to assess finances. This is particularly disappointing as the details of the agreement, negotiated by unions with Welsh Government, have been fully agreed and only the final sign-off awaited.
UNISON met with the Cabinet Secretary on 29th September. He listened and re-affirmed his commitment to resolve the issue and make sure NHS staff receive the right pay for the work they do. Welsh Government asked for a further short period of goodwill, which trade unions were willing to accommodate for a limited time.
However, we have had no further updates from Welsh Government and cannot say if we are any closer to making sure some of the lowest-paid workers in the NHS are recognised across Wales for the work they are doing. UNISON has communicated that, as the agreement has not been signed off, we will prepare for further action across Wales.
