Cardiff’s care workers were promised change. Too many are still trapped in a system built on fear.
Home care workers told Cardiff Council the truth:
- 16-hour shifts for poverty pay.
- Months without a day off.
- Migrant workers charged up to £25,000 for visas.
- Staff pushed into hospital with stress and exhaustion.
Many care workers are on employer-tied visas. If they leave an abusive employer, they risk losing the right to stay in the UK with their families.
After pressure from UNISON members, Cardiff Council signed the Migrant Care Worker Charter and promised to tackle exploitation, guarantee fair pay and change a system that rewards the cheapest providers.
Now those promises are already being watered down.
Care workers deserve dignity, safety and fair pay, not exploitation.
We can still force the Council to keep its word.

This campaign calls on Cardiff Council to end exploitation in home care and deliver fair pay and secure work. But the UK Government must also reform visa rules that leave migrant care workers vulnerable to abuse and exploitation.
